    Local Infrastructure Demonstrators – Norwich

    In April 2013 Angus Kennedy visited Norwich with representatives from the Department of Business, Innovation and Skills to meet officers from Norfolk County Council and South Norfolk Council as part of the Local Infrastructure Demonstrators project.

    Local Infrastructure Demonstrators is a private-led partnership comprising the Civil Engineering Contractors Association (CECA), the Royal Town Planning Institute (RTPI), BIS and Local project co-ordinators, with input from Legal & General and KPMG. It is engaged in expediting stalled local infrastructure projects with potential to release economic growth. The goal is to produce a demonstrator model for facilitating progress with such projects in the future.

    Angus Kennedy is one of the experts (working on a pro-bono basis) nominated by the RTPI who have been invited by a small number of local projects to offer advice on how best to unblock the barriers. The approach involves ‘digging’ to uncover and understand the barriers to progress which could be local co-ordination and capacity issues as much as, or rather than, access to finance. The team undertook a preliminary diagnostic visit with the aim of advising on the issues for a stakeholder meeting later in April and potential visits by full panels of experts later in the summer.
